Decree 118, promulgated by the former General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and now implemented under GACC regulations, requires that all imported feed products be sourced from manufacturing facilities registered with GACC. An overseas facility must appear on GACC’s whitelist before it can manufacture feed and feed additives , including pet food, eligible for export to China.
